What Emergency Management Is

Emergency management is the process a community uses to prepare for, respond to, and recover from disasters and large-scale incidents. It is based on four key areas of work:

  • Preparedness: planning, training, exercises, and resource readiness
  • Mitigation: steps taken in advance to reduce the impact of hazards
  • Response: actions taken during an incident to protect life and property
  • Recovery: restoring community operations, infrastructure, and services after an event

This process is often called “all-hazards” because it applies to natural, technological, and human-caused events. Emergency management uses the Incident Command System (ICS) to organize response activities and the Emergency Operations Center (EOC) to coordinate citywide decisions and resources.

How It Works in the City of Maricopa

The Emergency Management program in Maricopa focuses on protecting the community by strengthening readiness before an event and ensuring efficient coordination during an emergency.

  • Preparedness and Mitigation: The City develops and maintains emergency operations plans, conducts training, leads exercises, and supports projects that reduce risk.
  • Response Coordination: When a major incident occurs, the City activates its EOC, coordinates with police, fire, and public works, and works closely with county, tribal, state, and federal partners.
  • Community Support: Maricopa operates a Community Emergency Response Team (CERT) that trains volunteers in skills such as light search and rescue, first aid, and damage assessment. These volunteers assist the City during emergencies and at planned events.
  • Recovery and Continuity: After an incident, the City supports community recovery, ensures continuity of essential services, and captures lessons learned to improve future operations.
