Planning & Zoning is your go-to for project guidance and advice. Our team works with community members, developers, designers, engineers and other stakeholders through every step in the development process to achieve the best designs possible for our city. Once an application is submitted, our team reviews and approves (or denies) potential and proposed development projects. Such development projects range in size and scope from retail sign replacements and landscape updates to the design and realization of mid-rise offices and new residential developments.
Planned Area Development’s (PADs): PADs provide opportunities for creative and flexible development approaches that accommodate, encourage, and promote innovatively designed development.
The Purpose of the Citizen Participation Portal is to give residents and property owners the opportunity to understand and try to mitigate any real or perceived impacts the proposed land use application may have on the community; ensure that the citizens and property owners of the City of Maricopa have an adequate opportunity to learn about applications that may affect them and to work with applicants to resolve concerns at an early stage of the process; and facilitate staff, and elected officials throughout the application review process.

Planning Maricopa (General Plan)
This site, and all its content, serves as the plan. Navigating the content is made easy by the navigation of major sections at the top of the page. To familiarize yourself with the intent of a General Plan, start in the Introduction section. The core of the document is organized in a comprehensive set of General Plan Elements that provide context, goals, and objectives that look to the near future. Implementation of the plan, responsible parties, and progress monitoring is also provided. Unlike typical static General Plans printed on paper, this site has the advantage of tracking the City's achievements over the course of the plan's lifecycle (at minimum to be updated every 10 years according to state law). Lastly, there are digitized maps that provide the ability to search, zoom, and click for handy information.
Navigating the development process on your own can be intimidating and time-consuming. From site requirements to necessary permits, there are a lot of details that go into your budding enterprise. Fortunately, you are not on your own in the City of Maricopa - each development project will be assigned a personal Project Liaison.
Your Project Liaison shall serve as the ombudsman to coordinate staff processes. You will no longer need to go to multiple departments and speak with multiple staff regarding various aspects of your development approval process, you will work with your assigned Project Liaison to receive a one-stop shop approach to development projects. Staff will work internally to resolve issues and reach out with your Project Liaison with one unified message.

Where do I start?
If you already have a site and business plan in mind, start by applying for a preliminary application (pre-app) on Maricopa's VIP Portal. You will need a narrative (written description of what you plan to do) and a site plan. Before you get started on the VIP Portal, be sure to check out our tutorial here.

After you apply for the pre-app, Planning, Building Safety, Engineering, Fire, Economic Development, and other city divisions review the project and meet internally before sitting down with you, the applicant, to discuss our findings. This is where you will receive a guide on how to proceed with the project. The more detail you provide in the narrative and site plan, the more detailed comments we can return to you.

The Project Liaison will provide you a single contact for the entirety of the development process for ease of communication, along with tailored assistance to new entrepreneurs and development projects.
Expedited project review is available for all projects with an additional charge.
A Redevelopment District is an area designated by the Mayor and City Council as being in need of revitalization. It is not a quick fix up of the area designated, but is used as a tool to encourage and aid private development. The Redevelopment Plan lays out broad goals and guidelines for the area to be revitalized.
